Description

Engineering Patent Portfolio Manager reporting to the Head of the Innovation Services Section, Commercialisation Services Department, Directorate of Commercialisation, Industrial Policy and Competitiveness (D/CIC).

The Commercialisation Services Department supports the industrialisation and commercialisation of space products and services, scale-up on global markets, as well as access to investments and finance for the European space industry.

Duties

As Engineering Patent Portfolio Manager, you will be in charge of the management of the ESA patents portfolio. In doing so, you will interface with persons at various levels inside and outside the Agency.

Contributing to the work of the Patents Group, your tasks and responsibilities will include:

  • Strategic Patent Portfolio Management:
    • Develop and implement strategies for building, maintaining, and optimising ESA's patent portfolio;
    • Work closely with legal and technical teams as well as the Patents Group to identify patentable inventions and align them with ESA's activities, programme objectives and industry's needs.
  • Patent Prosecution:
    • With the support of outside patent attorneys, manage the end-to-end patent prosecution process, including drafting and filing patent applications, responding to office actions, and ensuring compliance with global patent laws;
    • Collaborate with outside patent attorneys and inventors to enhance the efficiency and effectiveness of the patent prosecution process.
  • Portfolio Analysis and Evaluation:
    • Conduct regular analysis of the patent portfolio, assessing its strength, competitive positioning, and potential for use by ESA projects, missions and industry;
    • Provide insights and recommendations to the Patents Group regarding the strategic direction of the patent portfolio.
  • Prior art and freedom-to-operate analysis:
    • Identify and mitigate potential risks related to the patent portfolio, including infringement risks and challenges posed by third-party patents;
    • Provide support to technical colleagues with prior art analysis and other patent search or monitoring requests.
  • Collaboration and Communication:
    • Work closely with cross-functional teams, including R&D, legal, and commercialisation, to align patent strategies with overall business goals;
    • Communicate effectively with internal stakeholders and external partners to ensure a comprehensive understanding of the patent portfolio's value.
  • Patents Group organisation and reporting:
    • Handle operations of the Patents Group in accordance with Patents Group mandates.
    • Prepare annual report to the Director General and inputs for reporting to delegations
    • Organise training and awareness campaigns about IP.

Education

A master's degree in engineering science and/or intellectual property is required for this post.

Additional requirements

  • At least 5 years of experience of managing a patent portfolio or being involved in the management and licensing of the portfolio.
  • Strong knowledge of patenting procedures (in particular PCT and EP) and sound knowledge of patent laws and regulations
  • Solid communication skills with the ability to interface and network with people at all levels.
  • A demonstrated capacity for strong self-motivation and organisation.

In principle, recruitment will be within the advertised grade band (A2-A4). However, if the selected candidate has less than four years of relevant professional experience following the completion of the master's degree, the position may be filled at A1 level.

During the recruitment process, the Agency may request applicants to undergo selection tests. Additionally, successful candidates will need to undergo basic screening before appointment, which will be conducted by an external background screening service, in compliance with the European Space Agency's security procedures.

Note that ESA is in the process of transitioning to a Matrix setup, which could lead to organisational changes affecting this position.
